Rob Schumacher/The Republic Playing host to the NFL’s Super Bowl and Pro Bowl this year turned out to be a financial bust for Glendale, according to a city assessment. After crunching numbers for expenditures and income associated with the mega-events at the University of Phoenix Stadium in January and February, analysts offered four possible financial outcomes: ► A gain of $13,000. ► A loss of $579,000. ► A loss of $660,000. ► Or a loss of $1.2 million. The most objective outcome is that the city lost $579,000, according to a 33-page report titled, “Super Bowl XLIX: Post Event Analysis.” The varying scenarios factor in differing amounts for expenses mostly associated with salaries as well as incomes such as rental proceeds.

Among the key factors is whether a bump in tax receipts at Westgate Entertainment District during the early part of the year should be included in the equation. Westgate, a restaurant, bar and retail complex, produced a $592,000 increase in tax collections in February and March compared with the same period in 2014. February and March collections reflect January and February sales. City officials noted that Westgate tax collections had been increasing even during non-event months because of the improving economy. Furthermore, all four scenarios exclude costs associated with planning for the events, because those expenses largely were covered by Glendale employees’ regular salaries, according to the analysis. “It cost us money, but the bigger picture is we knew that going in,” said Tom Duensing, interim assistant city manager. “It’s kind of us stepping up for the region to do this, because regionally, this is a very, very good thing.'

The Super Bowl was played Feb. 1; the Pro Bowl on Jan. In addition, the NFL Tailgate Party, the Super Bowl Fan Plaza and several NFL-sanctioned parties were staged in Glendale. However, several other high-profile activities, such as the NFL Experience, Super Bowl Media Day and the NFL Honors Awards Show, were conducted miles away in downtown Phoenix. The analysis tabulated just the financial impact on Glendale. An earlier study conducted by Arizona State University researchers concluded that Super Bowl week generated a $720 million economic impact for the entire state.

“It's more of a value to the whole state, isn't it?” said Vice Mayor Ian Hugh. “We just happen to brunt a lot of the cost.” The city budgeted nearly $2.1 million for the extravaganza, about 1 percent of the city’s general fund.

But the city spent less. As a result, Glendale lost less than city officials expected. The analysis was completed in October, but city officials have not given the report a broad public airing.

Arizona Cardinals President Michael Bidwill said he hasn't read it, but he doubts the city lost money staging the NFL's premier games. “I don’t know how they measured it, but there’s no doubt in my mind that — like in the past — it’s been a huge economic impact to the city of Glendale,” Bidwill said. “To the idea that they say there was a negative one, I think it’s not a credible statement.” The Cardinals and Glendale have had a strained relationship for years based on disputes about parking, arrangements for the the team's summer training and, most recently, city officials' inability to get Glendale hoteliers to more fully participate in the Super Bowl room-block program. Most of Glendale’s costs were associated with providing police, fire and transportation services, according to the report. Expenses totaled about $941,000. Glendale avoided $673,000 in additional expected expenses that were mostly associated with police and fire services.

Regional governments, media outlets and other businesses covered a portion of those expenses. Furthermore, the city derived $362,000 in revenue through fees and rentals, such as a $50,000 payment for allowing the media center to be wrapped in a giant Pepsi ad. The Super Bowl also gave Glendale unparalleled media exposure. The city’s public-affairs team coordinated more than 150 live television shots from the media center and hosted 13 broadcast outlets at the facility. In the month leading up to the Super Bowl, more than 42,000 news reports mentioned Glendale as the host city. The game attracted 114.4 million viewers, setting a record for the most-watched broadcast in U.S.

Television history. The report did not place a financial value on the media exposure of the game, which featured the New England Patriots, the Seattle Seahawks and halftime entertainer Katy Perry. 'Ultimately, there are costs associated with providing governmental services for events of this nature, and hosting elite events also comes with a variety of intangible benefits,' the report stated.

The analysis also assessed city employees' performance. On the upside: Hosting national events showcases the market, and the city staff was effective and efficient. On the downside: Glendale officials need to improve the city’s reputation with business leaders, and officials need to improve their partnership with the NFL to host additional activities around the stadium. Bidwill agreed that Glendale should improve its relationship with the league and other entities involved in hosting the game. “I’m glad to see that they’ve recognized that,” he said.

“There’s certainly new management there, which is great. And I’ve seen the positive steps they’ve taken, and we’re encouraged by it.” The vice mayor said he expects another Super Bowl will be awarded to Glendale and that city officials will have vastly improved ties with the state and NFL officials before then.

'I'll bet we'll negotiate and offset some of the public-safety costs,' Hugh said. 'I look forward to the next Super Bowl. We have a great stadium.'
